COMMUNICATIONS UNIT LEADER (COML)
The Communications Unit Leader (COML) plans effective communications and acquires, sets up, maintains, and accounts for communications equipment.
(1) Review Common Responsibilities.
(2) Obtain a briefing from the Logistics Section Chief (LSC).
(3) Participate in Logistics Section planning activities.
(4) Advise on communications capabilities/limitations.
(5) Prepare and implement Incident Radio Communications Plan (ICS-205) and Communications List (ICS-205a).
(6) Establish an Incident Communications Center (ICC) and Message Center.
(7) Install telephone and public address (PA) systems.
(8) Set up appropriate communications distribution/maintenance locations.
(9) Install, test, and repair communications systems.
(10) Implement an equipment accountability system. Maintain records of all communications equipment.
(11) Distribute personal portable radio equipment from cache.
(12) Provide technical information on: (a) adequacy of communications systems currently in operation, (b) geographic limitations on communications systems, (c) equipment capabilities, (d) amount and types of equipment available, and (e) anticipated problems in the use of communications equipment.
(13) Recover equipment from relieved/released/demobilized units.
(14) Submit reports to the Logistics Section Chief (LSC).
