SAFETY OFFICER (SOFR)
The Safety Officer (SOFR) monitors incident operations and advises the Incident Commander (IC)/Unified Command (UC) on all operational safety matters, including the health and safety of emergency responders. The SOFR is responsible for preparation of the Site Safety & Health Plan (ICS-208).
(1) Review Common Responsibilities.
(2) Document the hazard analysis process addressing hazard identification, personal protective equipment (PPE), control zones, and decontamination areas.
(3) Participate in planning meetings to identify any health and safety concerns inherent in Operations’ daily work plan.
(4) Review the Incident Action Plan (IAP) for safety implications.
(5) Exercise emergency authority to prevent or stop unsafe acts.
(6) Investigate accidents that have occurred within incident areas.
(7) Ensure actions to maintain public safety, including community air monitoring and supporting decisions regarding public health and safety.
(8) Ensure preparation and implementation of the Site Safety & Health Plan (ICS-208) in accordance with federal/state OSHA regulations.
Note: The SSHP shall, at a minimum address or include the following elements:
health and safety hazard analysis for each site task or operation.
comprehensive Operations work plan.
personnel training requirements.
personal protective equipment (PPE) selection criteria.
site-specific occupational medical monitoring requirements.
air monitoring plan.
site control measures.
pre-entry (“tailgate”) briefings (initial and as needed).
pre-operations health and safety conference for all incident participants.
quality assurance of SSHP effectiveness.
(9) Coordinate with public health agencies, if there is the potential for public off-site impacts.
(10) Assign assistants and manage the incident safety organization.
(11) Review and approve Medical Plan (ICS-206).
