EXERCISE OBJECTIVES

(1) Make internal/external notifications consistent with the OPA ‘90 Oil Spill Response Plan (OSRP).

(2) Establish an Incident Management Team (IMT) capable of meeting the demands of the incident.

(3) Solidify working relationships with local emergency responders and stakeholders. Integrate jurisdictional authorities into a Unified Command (UC) organization.

(4) Address emergency plans relating to population protection and (potentially) community evacuation.

(5) Compose an incident-specific Site Safety & Health Plan (ICS-208).

(6) Formulate strategies and tactics relating to source control, spill containment, oil recovery, environmental/wildlife protection, waste management, pipeline excavation/repair, site cleanup/restoration, etc.

(7) Use the IAP Software and Initial Response mobile app to facilitate preparation of the Incident Briefing (ICS-201) forms package, along with other forms and reports relevant to the initial response.

(8) Institute a “formal” resources request (ICS-213-RR) process.

(9) Conduct a Situation Briefing and Incident Briefing as part of the ICS Operational Period Planning Cycle (Planning “P”).

(10) Satisfy the requirements of the National Preparedness for Response Exercise Program (NPREP).
